In this guide, I’m going explain how to max out your Werewolf Skill Line in ESO, — how to go from Level 1 to Level 10 without much difficulty at all.
The first tip I want to mention is that if you are still in Hircine’s Hunting Grounds and have not completed the intro quest for the Werewolf, stay there and do not complete the quest. I’ll explain why in a moment.

How do you level the Werewolf Skill Line in ESO?
The Werewolf Skill Line levels a little bit differently from what you might be used to in The Elder Scrolls Online. You only get XP for this skill line for kills that you get while you’re in Werewolf form.
You either have to get the final hit or register a blow for that kill to count toward your Werewolf Skill Line. Over the course of this guide, we’re going to explain:
- How to stay in Werewolf Form.
- The best locations in the game for leveling your Werewolf.
- How to level your Werewolf Skills themselves, which works differently from leveling the skill line.

What is the best location for leveling the Werewolf Skill Line in ESO?
The best location to level your Werewolf in The Elder Scrolls Online is the initial Werewolf quest area called Hircine’s Hunting Grounds. All of your Werewolf Skills are unlocked in this area, which is going to make the process a lot easier.
Otherwise, when your Werewolf Skill Line is at Level 1, you won’t have access to any of your Werewolf skills, meaning you’ll have to get the first kills just by using light and heavy attacks — which takes quite a while.
At Level 2, you will unlock Pounce, which makes things a bit faster. But it really isn’t until you get to Level 9 and get Claw Fury that things kick into high gear.

What if I’ve already left Hircine’s Hunting Grounds?
If you’ve already left the initial Werewolf quest area Hircine’s Hunting Grounds, the best way to level your Werewolf Skill Line in ESO is slaying monsters in a Public Dungeon or another high-density area.
Crimson Cove Public Dungeon in Malabal Tor is one of the best places to do this. Enemies here are very easy to take out and they are available in great abundance.
- Especially once you get to high levels in the Werewolf Skill Line and unlock more skills, this becomes a very easy and quick place to get the job done.
- It’s also a great location for leveling your Werewolf Skills themselves.
- Just make sure you’ve boosted your XP.

There’s also another location worth mentioning, The Vile Laboratory in Coldharbor. There are tons of Zombies here that are easy to take down and respawn quickly.
Because they’re not in huge packs, they’re a lot easier to take down at lower Werewolf levels. There are also quite a few other similar areas like this, such as around Ondil in Auridon or the Zombie Beaches in Alik’r Desert.
Basically, anywhere with lots of low-level, easy-to-take-down monsters that respawn quickly. Even the Starved Plain outside of Davon’s Watch would work in this instance.

How do you stay in Werewolf Form in ESO?
To make sure you stay in Werewolf form during the skill line leveling process, the first thing you’re going to want to do is go to Settings > Combat and make sure that Ultimate Number is set to “On.”
You’re going to need to track how much Ultimate you have to avoid phasing out of Werewolf Form. It costs 100 Ultimate to transform into a Werewolf, and then every 10 seconds you remain in Werewolf form in combat, 100 Ultimate drains from your bar.
So, staying in Werewolf form is all about continuing to generate Ultimate. Thankfully, there are two very simple ways to do so:
- First is light attacking. Every time you light attack, you start generating Ultimate.
- Then, you’re also going to want to use the Werewolf synergy Insatiable Hunger to devour corpses.
- Doing so gives you 15 Ultimate per second you’re devouring, giving you a total of 60 Ultimate if you devour the entire corpse.
As you go around killing mobs, just make sure to weave in light attacks. Then, every once in a while, devour a corpse to get that Ultimate bar all the way up to 500.
You generally want to stay as close to 500 Ultimate as possible, making sure that you will not be kicked out of Werewolf form.
Even if you don’t light attack weave, just devour a corpse occasionally, and that should give you enough Ultimate to stay in Werewolf form.
Werewolf Form does not drain Ultimate when you are out of combat. So, as long as your screen isn’t flashing red, you can stay in Werewolf form indefinitely, and you only need to worry about generating Ultimate when you’re actually in combat.
Can you build up Ultimate before transforming into a Werewolf in ESO?
Yes, one way you can counter for the Werewolf’s Ultimate drain is to get your Ultimate as high as possible before transforming. However, it can be a lot easier to generate Ultimate when you’re already in Werewolf Form by using Insatiable Hunger on corpses.

How many kills do you need to max out the Werewolf Skill Line in ESO?
You get 5 XP for the Werewolf Skill Line with every kill you get in Werewolf Form, and you need a total of 225 kills in Werewolf Form to max out the skill line to Level 10.
Very importantly, it doesn’t matter how difficult the enemies are or how much normal XP they give. You simply get XP for your Werewolf Skill Line for every kill you make.
XP buff items do not make a difference here. And, neither does the Green (Craft) Champion Tree passive node Discipline Artisan, which does normally help you level your skills and skill lines, but not in the case of the Werewolf Skill Line.
The number of skills you’ve unlocked in the Werewolf Skill Line and number of those skills you’ve slotted do not matter — You just need to get kills in Werewolf Form one way or the other.
When it comes to leveling your actual werewolf skills, however, it’s a different story.

How do you level Werewolf Skills in ESO?
Werewolf Skills in The Elder Scrolls Online level based on normal XP, not the number of kills you get while in Werewolf Form. The same rules that apply to normal skill leveling also apply here — Just as is the case with normal skills, you have to slot your Werewolf Skills for them to gain XP.
When it comes to leveling your Werewolf Skills themselves, XP boost items do speed up your progress, as does the Discipline Artisan node.

Do Class Skills level up while you’re in Werewolf Form in ESO?
In The Elder Scrolls Online, Class skills and skill lines do not level up while you are in Werewolf Form. Your Weapon and Armor skill lines will, but not your Class skills or skill lines.
So, if you want your Class skill lines to level at a reasonably good rate, you’ll need to do at least some of your leveling on a new toon outside of Werewolf form.
This can be quite painful since being out of Werewolf form is a huge self-nerf in the current meta. However, you do have to get all three of your Class skill lines to Level 50 to take advantage of Class Mastery, which will boost your Werewolf’s overall power considerably.
